I'm not certain about the identification, in part because this studio portrait seems very heavily retouched, but I think this is the Mrs. W. B. Hamilton, well known San Francisco matron and member of the Women's Committee of Vigilance (or Vigilante Committee)
opposed to drinking and vice in that city, who ran unsuccessfully, in the summer of 1926 in the Republican congressional primary in California.
The incumbent, Florence Kahn, had filled the term of her late husband, and Hamilton opposed her in the primary. What made the story nationally newsworthy, was the "Woman vs. Woman, Wet vs. Dry" angle, as reported in the Gloversville Morning Herald of 8/12/26.
