      "The plan of restricting traffic on one block of certain streets in the congested sections of the city first tried in the summer of 1914 resulted in the use of 25 streets during the summer of 1915. These streets were closed usually from 3 to 6 each afternoon although some were closed during the whole day while others were closed from 7 00 to 9 00. in the evening the hours of closing depending upon the demands of the neighborhood. Stanchions were placed at each end of the block and a police officer was stationed there to direct traffic. During the summer there was a total attendance of 92,331 children on these play streets. Play streets at best are a makeshift but there have been two beneficial results.
      a A more intimate relationship between the children and the policeman.
      b A decrease in the number of street accidents to children in the vicinity of these play streets."
