The Accounting Specialist reports to the Administrative Officer in the MBRS Division, Collections and Services Directorate, Library Services. This position is located in the MBRS Division, Collections and Services Directorate, Library Services. The position description number for this position is 245197. This is a non-supervisory, non-bargaining unit position. The Accounting Specialist focuses on day-to-day management and tracking of the appropriated, gift, and trust funds, and providing ongoing administrative support, data entry and reporting for revolving funds. He/she assists the Administrative Officer and other managers in matters related to the Division's fiscal year budget plans. The incumbent provides direct day-to-day support to members of the staff with matters related to the division's budgets, solving problems and answering questions when possible or acting as a liaison with the Library Services' Administrative Services Office and the Library's Financial Office to resolve issues. This is a confidential position with routine and non-routine duties related to sensitive budgetary matters. The incumbent of this position is not a member of a bargaining unit.
BASIC REQUIREMENTS:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)
OR
B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24- semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of a least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study describe in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The Office of Business Enterprises supports the mission of the Library of Congress by raising public awareness of the institution and increasing access to the Library's programs, collections and content through the provision of business-like services that meet the needs of the American people and the international community.
The incumbent serves as Head of the Finance and Accounting Section and manages complex fiscal policies and budget operations associated with revenue generation and cost recovery for the Office of Business Enterprises. The incumbent is responsible for overall supervision and management of accounting and budget operations, acts as operational fund manager for all Office of Business Enterprises funds, and helps the Business Enterprise Officer shape long-term financial strategy and oversight. The incumbent supervises accountants and accounting technicians, and reports directly to the Business Enterprises Officer.

The Licensing Division of the Copyright Office administers the statutory licenses in the Copyright Act (Title 17 of the United States Code). The Division collects royalty fees from cable operators for retransmitting television and radio broadcasts (111), from satellite carriers for transmitting non-network and network signals (119), and from importers and manufacturers of digital audio recording equipment who distribute digital audio recorders and blank digital audio recording media in the United States (1001-1010). The division also administers licenses for making and distributing phonorecords (115), for making ephemeral recording (112), for the public performance of sound recordings by means of digital audio transmissions (114), and for the use of certain works in connection with noncommercial broadcasting (118). The position is the Licensing Technical Specialist. The incumbent will serve as the Section's technical advisor with responsibility for researching the background of, and new approaches to, problems and issues that arise from new legislation, policy, or other reasons. As the technical operations advisor, the incumbent evaluates existing programs and procedures, suggesting, developing and implementing new and revised work procedures, policies and written materials. The incumbent also serves as the principal trainer for the section. This position is locate in the Copyright Office.

Physical requirements: Position requires the ability to perform regular and recurring walking, bending, stretching, or similar activities as well as the ability to lift objects of less than 50 pounds. Also involves the occasional lifting and carrying of heavier materials and pushing mail carts and tubs weighing up to 300 pounds. After an offer of employment is made and before commencement of duties the selectee must be physically qualified by the Library???s Health Services Office.
The Receipt Analysis and Control Division is responsible for the intake and initial processing of service requests and other requests arriving by mail, processing of fees, maintenance of deposit accounts, and out-processing of completed requests. In-Processing staff creates the service request tracking record(s) in the system, scanning certain materials and marking and tagging deposits, placing scanned materials in temporary storage and forwarding unscanned materials for further processing. The Accounts Section manages financial transactions for Copyright Office products and services (excluding those of the Licensing Division), maintains the general ledger, and submits monthly reports to the U.S. Treasury and the Library of Congress Accounting Operations Office. Out-Processing staff manages incomplete and/or damaged filings, in-process requests, printing and mailing certificates and other outgoing correspondence. This position is accountable to the Out-Processing Supervisor. While performing daily activities, the incumbent is also responsible for ensuring proper handling and security of Library and Copyright Office materials.
