From 1911 to 1913 he was commandant of the Norfolk Navy Yard and from 1913 to 1915, Commander-in-Chief of the Pacific Reserve Fleet.

I suspect that Bain gathered photos of naval officers because of the US military actions in Tampico and Vera Cruz (Mexico) in early 1914. Bios of several officers in this batch mention Vera Cruz.
