    That looks just like French anarchist Georges Cochon (1879-1959), who was in the news at the right time; the hat and mustache were his trademarks:

    Wystan: The date looks like 6/24/10, using a screen capture program called HyperSnap to mirror and rotate the numbers. Although the last two digits might be 6/24/13.
