On May 22 and May 23 the Lambs Club held entertainments at the Metropolitan Opera House. Sousa marched at the head of his band in a "free minstrel parade just preceding each performance."

The minstrel reference maybe explains these strange uniforms and hats. (Their regular uniforms were more military-looking.) Wonderful photo of Sousa.
