SENATE FLOOR PROCEEDINGS

WEDNESDAY, DECEMBER 5, 2012

The Senate will convene at 9:30 AM and will proceed to a period of Morning Business for up to four hours.  The Senate will then resume consideration of the Motion to Proceed to H.R. 6156 (Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012).  The Senate expects to complete action on this bill during Wednesday’s session.

The Senate convened and proceeded to a period of Morning Business.

Cornyn asked Unanimous Consent that H.R. 6429 (STEM Jobs Act of 2012) be agreed to.  Objected to by Sen. Schumer.

Schumer asked Unanimous Consent that S. 3553 (Benefits to Research and American Innovation through Nationality Statutes Act of 2012) be agreed to.  Objected to by Sen. Cornyn.

TUESDAY, DECEMBER 4, 2012

The Senate will convene at 10:00 AM. Following Leader remarks, the Senate will proceed to an Executive Session for two hours of debate on Treaty Doc #112-7 (Convention on the Rights of Persons with Disabilities). At 12:00 Noon, the Senate will vote on the ratification of Treaty Doc #112-7 (Convention on the Rights of Persons with Disabilities). The Senate will recess from 12:30 PM – 2:15 PM for the weekly party caucus lunches. Additional votes to S. 3254 (Department of Defense Authorization) are expected during tomorrow’s session of the Senate.

The Senate convened and proceeded to a period of Leader time.

H.R. 6429 (STEM Jobs Act of 2012). The bill was read for the second time. Further consideration of the bill was objected to.

The Senate proceeded to an Executive Session.

Treaty Doc #112-7 (Convention on the Rights of Persons with Disabilities). Yeas and nays ordered on the Resolution of Ratification. The Treaty was not ratified by a vote of 61-38 (two-thirds are required for ratification).

The Senate recessed at 12:30 PM for Party Caucuses. 

At 2:15 PM, the Senate reconvened and proceeded with a Legislative Session.

S. 3254 (Department of Defense Authorization), as amended.  The bill is read for a third time.  Final Passage.  Yeas and nays ordered.  The bill, as amended, passed by a vote of 98-0.

H.R. 4310 (National Defense Authorization Act for Fiscal Year 2013).  Under a previous Unanimous Consent order, all after the enacting clause be stricken and the text of S. 3254 as amended and passed be inserted and in lieu thereof.  The bill is read for a third time.  The bill, as amended, is passed by Unanimous Consent.  The Senate insists on its amendments and requests a Conference with the House on the disagreeing votes of the two Houses.  The Senate appointed the following conferees by Unanimous Consent:  Sens. S. 1947 (Animal Fighting Spectator Prohibition Act of 2011).  Blumenthal amendment agreed to by Unanimous Consent.  The bill, as amended, is read for a third time.  Agreed to by Voice Vote.

S. Res. 543 (Sense of the Senate on International Parental Child Abduction).  Committee amendment agreed to by Unanimous Consent.  The resolution, as amended, is adopted by Voice Vote.

The Senate will convene at 9:30 AM on Wednesday, December 5, 2012 and will proceed to a period of Morning Business for up to four hours.  The Senate will then resume consideration of the Motion to Proceed to H.R. 6156 (Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012).  The Senate expects to complete action on this bill during Wednesday’s session.

MONDAY, DECEMBER 3, 2012

The Senate will convene at 2:00 PM and will resume consideration of S. 3254 (Department of Defense Authorization). At 5:00 PM, the Senate will proceed to Executive Session to consider the following nomination: Cal # 760 (Paul William Grimm of Maryland to be U.S. District Judge for the District of Maryland. There will be 30 minutes of debate on the nomination followed by vote on the nomination at 5:30 PM. Upon disposition of the Grimm nomination, the Senate will resume a Legislative Session and will immediately proceed to a cloture vote on S. 3254 (Department of Defense Authorization). Sen. Levin announced that further votes are possible during Monday’s Session of the Senate.
