METS Editorial Board Business Procedures

METS Schema Revisions & Change Request Process (Approved 06 November 2006)

Proposals for changes to the METS schema should be made in writing to the METS list and/or drafted on the METS wiki as "Change Requests". They may come from individuals, METS interest groups, or other entities, and should be proposed in advance of Editorial Board Meetings.

Proposal requirements: statement of change, description of solution, reasons/use case for the request.

Final decisions on proposed changes should be made by a vote of the Board at a face to face meeting. This would mean a maximum of two revisions to the schema per year.

At the Editorial Board's discretion, proposals that are not submitted or finalized at least 30 days before the next Editoral Board Meeting may or may not be discussed at the next Editorial Board meeting.

The Schema Editor shall have a first draft schema reflecting the changes agreed upon at the Board meeting not later than 30 days after the Board Meeting, and the final schema should be endorsed by the board no later than 90 days after the Board Meeting. The Schema Editor may create a draft revision in advance of the Board Meeting.

Filling Board Vacancies (Approved 09 December 2010)

Upon resignation of a Board member, and acceptance of the resignation, the METS Editorial Board Administrative Chair shall issue a call for applications from the METS community to fill the Board vacancy.

Included in the call shall be:

  • METS Editorial Board Statement
  • Board Membership Criteria and Expectations
  • Procedures for filling the vacancy
  • Timeline for filling the vacancy

The Call for filling of the Board vacancy shall be made to the METS listserv, the CLIR / DLF Listserv, and other means of communication as appropriate to reach the METS community Individual Board members may recruit potential candidates to apply for the position.

Applications for membership to the Board shall go initially to the co-chairs of the METS Board who will then forward to the entire Board.

Applications should include a resume or curriculum vitae, a cover letter describing the applicant's interest in applying for the position, and two references.

Process for review of applications:

While all Board members are invited to review all the applications, responsibility for coordinating and completing the evaluation process is given to one or more of the co-chairs. The co-chairs will determine the specific process depending upon the application pool. Interviews of potential Board members may be conducted by telephone or in person. Some rating of candidates vis a vis the criteria should be made for full Board review, and for documentation purposes.

Recommendations for final candidates will be brought to the full Board for consideration of the top candidates. Further discussion and decisions can be made via email or telephone conference call as well as face to face meetings.

Example timeline for Board vacancies in 2010:

  • Call for Applicants made with a deadline for applications set for 3 – 4 weeks from the date of the call.
  • Review of applications, interviews, and recommendations made to full Board within 2 – 4 weeks of the deadline for application.
  • Decisions upon Board membership made at next Board conference call or face to face meeting following the deadline for recommendations.
  • New Board members to join the next Board conference call or face to face meeting.
