CRS is a participating agency in the Hispanic Association of Colleges and Universities (HACU) Cooperative Education Program. In response to historically low Hispanic representation in the federal labor force, CRS works with HACU to promote employment and training opportunities for students and graduates from HACU member Hispanic-Serving Institutions.

Students are initially hired as temporary employees. After the successful completion of 1) the temporary period; 2) a minimum of 640 hours of career-related experience (transferable between federal agencies); and 3) all degree requirements, participants are eligible for conversion to permanent or permanent-conditional appointments typically at the GS-9 level ($51,630 - $67,114 per year), GS-11 level ($63,467 - $81,204 per year), or GS-12 level ($74,872 - $97,333 per year) depending on qualifications.
