DECISION DISMISSING APPEAL FOR LACK OF JURISDICTION

After a U.S. Government Printing Office (GPO) contracting officer
determined that Safety-Touch & Javithon, Inc. (Safety-Touch) was
not responsible for purposes of the awards of GPO contracts
546-834, 546-837, and 546-851, the company challenged the
decisions by filing bid protests with the General Accounting
Office (GAO) pursuant to 31 U.S.C. �� 3551-3556.  GAO dismissed
the protests because Safety-Touch failed to provide sufficient
factual information to establish the likelihood that GPO had
violated procurement laws or regulations. See, Safety-Touch &
Javithon, Inc., B-284513, B-284528 (Jan. 28, 2000); Safety-Touch
& Javithon, Inc., B-284549 (Feb. 1, 2000).  GAO subsequently
denied Safety-Touch's request for reconsideration of the earlier
decisions. See, Safety-Touch & Javithon, Inc.--Reconsideration,
B-284513.2, B-284528, B-284549.2 (Feb. 4, 2000).
Now, the company1 seeks to litigate its bid protests before the
GPO Board of Contract Appeals (GPOBCA). As the Board held
recently in Idaho Blueprint & Supply Co. Inc., GPOBCA

No. 27-99 (December 28, 1999), 1999 GPOBCA LEXIS 14, 1999 WL ___,
the GPOBCA has no jurisdiction to hear bid protests.
   Therefore, this appeal is dismissed, with prejudice, for lack
   of jurisdiction.
