At the time this image was created, the Library of Congress was still located in the U.S. Capitol Building. The man on the far right is Ainsworth R. Spofford, the Librarian of Congress. The man on the left holding the lamp is David Hutcheson, assistant librarian, and immediately below him is Robert S. Tharin, Auditor of the Treasury. The image reflects the overcrowding that created the need for a new building.
