2012 Motorcoach Safety Action Plan

The 2012 Motorcoach Safety Action Plan (MSAP) is an updated version of the 2009 Motorcoach Safety Action Plan. This update highlights the Department's accomplishments from previous years and provides information on safety measures and new commitments made by the Agencies to improve the safety of motorcoach passengers. The 2012 MSAP reflects the integrated activities of the Department's safety Agencies and incorporates the feedback of numerous motorcoach safety stakeholders during the 2011 Motorcoach Safety Summit.

The MSAP expands on several motorcoach safety provisions and specifically targets these areas:

  • Driver fatigue
  • Driver behavior
  • Vehicle maintenance
  • Operator oversight
  • Crash avoidance measures
  • Occupant protection

FMCSA remains committed to a sustained focus on motorcoach safety and to the completion of identified actions that achieve our safety first mission and make America's roadways safer.


MAP-21 Provisions

MAP-21 provided direction for the provisions included in the 2012 Plan. On July 6th 2012, President Obama signed a 2-year federal surface transportation program known as the Moving Ahead for Progress in the 21st Century Act (MAP-21). This bill defined the term "motorcoach" and incorporated the enhanced Motorcoach Safety Act of 2012 in Subtitle G P.L. 112-141 .

MAP-21 instructs FMCSA to pursue various motorcoach rulemakings and research projects regarding the crashworthiness and crash avoidance features of motorcoaches, and for the improved oversight of motorcoach service providers.
