Russians Visit Affton Elks Lodge

May 10, 2011- Ilya V. Savchenko, right, a PhD associate professor at the State University of Management in Moscow, Russia, thanks WWII veteran Dick Cotter, 91, of St. Louis, for his military service in WWII at the Affton Elks Lodge 2635 on Tuesday. Savchenko was visiting St. Louis with a group of Russian professionals from the Moscow School of Political Studies. The Moscow School of Political Studies (MSPS) is an independent, non-governmental, not-for-profit organisation established in 1992 with the support of the Council of Europe. The mission of the School is to foster the development of civil society and democratic institutions in Russia, based on the rule of law, strict observance of human rights and the encouragement of civic initiatives.
