Nevada Supreme Court Chief Justice Nancy M. Saitta addressed a delegation of five Ukrainian judges on Monday, who are in Clark County for a week to see American justice at work.
Chief Justice Saitta’s speech is part of the Open World, Rule of Law Program, which was established by Congress in 1999 to enhance understanding between the United States and Russia by giving emerging Russian leaders a firsthand look at the U.S. political system, business environment, and community life.
The Ukrainian judges began their week long immersion into the U.S. justice system Monday at the Lloyd D. George Federal Courthouse, where they were greeted by Las Vegas Mayor Carolyn Goodman and listened to Chief Justice Saitta talk about the value of an open and accessible court system.
“It was a great experience being able to share some of Nevada’s judicial success stories with our Ukrainian visitors,” Chief Justice Saitta said. “We have demonstrated in Nevada that being open, transparent, and responsive can promote public trust and confidence in our court system.”
The Ukrainian delegation is being led on its inside look at the American legal system by Senior U.S. District Judge Lloyd D. George, in cooperation with the Eighth Judicial District Court, Rotary Clubs of Southern Nevada, the U.S. Marshalls, and the State Bar of Nevada.
On Wednesday, September 14, the delegation will visit the Clark County Regional Justice Center and the Family Court.
The Ukrainian judges will also visit the William S. Boyd School of Law at UNLV and participate in a videoconference question and answer session with Ninth U.S. Circuit Court of Appeals Judge Jay S. Bybee to demonstrate how courts are using technology.
The visitors will also hear from representatives of the U.S. Attorney and Federal Public Defender offices, and Clark County District Attorney and Public Defender offices.
“It is important to educate other nations on how our justice system actually works,” said Judge George. “Many judges from visiting nations have gleaned the best of what American justice has to offer. Over the years, the Open World Program has improved access to justice worldwide.”
Eighth Judicial District Chief Judge Jennifer Togliatti said the exchanges promoted by the Open World Program “opens doors, enhances understanding, and builds relationships across nations.”
