      Stars on the flag didn't have a set arrangement for quite some time, consider especially that we kept adding states at a decent pace through the 19th century! A lot of designs became popular ranging from the traditional stars-in-a-row we are familiar with to patterns with the stars in the shape of flowers, a large star, a turtle etc etc...
