Mrs. Jeanne Shaheen, from the State of New Hampshire, called the Senate to order at 10 a.m., the Chaplain offered a prayer, and Mrs. Shaheen led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.

S. 3187 (Sen. Harkin): To amend the Federal Food, Drug, and Cosmetic Act to revise and extend the user-fee programs for prescription drugs and medical devices, to establish user-fee programs for generic drugs and biosimilars, and for other purposes.
