Ray Murray, digital conversion specialist, served as the project leader for Newspaper Pictorials: World War I Rotogravures. Georgia Higley, head of the Newspaper Section, Serial and Government Publications Division, served as subject specialist. Deborah Thomas of the Digital Conversion Group and Karen Renninger, chief of the Serial and Government Publications Division, provided administrative support. Many Library of Congress staff members made significant contributions to the project throughout its planning and production.

Conservation work on the collection materials was done by Jean Baldwin, Elmer Eusman, Lynn Kidder, and Tamara Ohanyan.
