On May 26, 1990, Librarian of Congress James H. Billington announced the appointment of Mark Strand as the 4th Poet Laureate Consultant in Poetry to the Library of Congress. Strand served one term as poet laureate, finishing his duties in spring 1991. As Strand's Contemporary Authors biography notes:

[Strand is] one of the premier contemporary American poets as well as an accomplished editor, translator and prose writer. . . . [His] hallmarks are precise language, surreal imagery, and the recurring theme of absence and negation.1
