The Congressional Research Service (CRS) Graduate Recruit Program is designed to attract a diverse pool of highly qualified applicants for a variety of positions that provide an opportunity to assist Congress with its deliberations and legislative decisions. Initial appointments under the Graduate Recruit Program are made for a period up to 120 days. Some initial appointments may be eligible for subsequent conversion to permanent appointments, contingent upon participants' performance and completion of all degree requirements, and availability of funding.

Eligibility

The program is open to students enrolled in, or graduating with an appropriate advanced degree from, accredited graduate institutions, and to Library of Congress staff who already possess a graduate degree. Applicants must meet the eligibility requirements through education and/or experience for an initial appointment to at least the minimum grade level of the position or positions to which they are applying (see "General Education Requirements" below). Applicants must be U.S. citizens.

Remuneration

Graduate Recruits may be hired at the GS-07 ($1,623 biweekly), GS-09 ($1,986 biweekly) or GS-11 ($2,403 biweekly) grade, based on the applicant's level of relevant education and the needs of the position. While specific education or degree requirements may be required in some cases, the general education requirements for all Graduate Recruit positions are outlined below.

General Education Requirements

GS-07 Grade Level

One full year of appropriate graduate education, OR one full year of specialized experience at the GS-05 grade level in the federal service or at a comparable level of difficulty outside the federal service.

GS-09 Grade Level

Two full years of progressively higher appropriate graduate education leading to a master's degree, OR master’s or equivalent graduate degree, OR one year of specialized experience at the GS-07 grade level in the federal service or at a comparable level of difficulty outside the federal service.

GS-11 Grade Level

Three full years of progressively higher appropriate graduate education leading to a Ph.D., OR a Ph.D. or equivalent doctoral degree, OR a J.D. or equivalent law degree, OR one year of specialized experience at the GS-09 grade level in the federal service or at a comparable level of difficulty outside the federal service.
