Bhuwan Dhungana, one of the leading female short story writers in Nepali, known for her blend of emotionality and intellectualism was born on August 2, 1947 in Biratnagar in eastern Nepal. Though born to a family of a strong political background, she has never in anyway felt the need to fit into the role of a politician's daughter or a wife. She has been writing poems, short stories over past three decades. Dhungana received her primary education in Banaras, and completed her high schools in Biratnagar, Nepal. She graduated from Ratna Rajya Campus in Kathmandu and has Diploma in Law. Bhuwan Dhungana was selected for the scholarship through the Colombo Plan to attend Visva-Bharati University in Santiniketan, West Bengal, India. She studied Manipuri dance for three years and in 1971 received a Diploma in dancing and Bengali literature. She completed her postgraduate studies in 1973 from Tribhuvan University.

Bhuwan is credited with a number of stories, poems, articles published in the literary magazines Madhuparka, Garima, and the national Nepali daily Kantipur. She has also served as chairperson of a women consumers' cooperative organization and of the NGO Chetana. She has contributed to several local newspapers as a columnist advocating democracy and freedom of expression. She has been decorated with various awards and honors.

Among her short stories, "The Thousand Rupee Note" has been translated into English and Urdu and another short story "Hunger" has been published in Japanese. Her book Yuddhako ghoshana garnu bhanda aghi, a collection of short stories, has been highly appreciated. Stories in this book cover a life spent fighting for democracy and freedom of expression.
