President James Madison was a member of the Virginia Executive Council serving in Williamsburg in 1779 when the acts published in this volume were ratified. A signature on the title page bearing his name indicates this book belonged to Madison. While the signature is not Madison's, the marginalia matches his handwriting. Owners of legal materials often updated original printed texts with handwritten notes in the margins.
