Full-text of bills and resolutions are available for selected sessions of Congress, beginning with the 6th Congress (1799-1800) in the House of Representatives, the 16th Congress (1819-20) in the Senate, and the 18th Congress (1824-25) for Senate Joint Resolutions. Bills and resolutions are available through the year 1875.

Laws

Full-text of all public laws and bill summary and status information from the 101st Congress (1989-90) to the present. Bill summary and status information is also available for all public laws from the 93rd Congress (1973-74) through the 100th Congress (1987-88).

The United States Statutes at Large from the first forty-three Congresses contains the full-text of all public and private laws from 1789 through 1875. Every public and private law enacted by the Congress is published in the Statutes at Large in order of the date of its passage.

Full-text of the Congressional Record from the 101st Congress (1989-90) to the present. Printed by the Government Printing Office, it is the fourth and final series of publications containing the debates of Congress.

Full-text to the Congressional Record from the 43rd Congress only (1873-75). The Daily Digest is not included. Also contains the full text of "The Proceedings of the Electoral Commission of 1877," which was published in the Congressional Record, 44th Congress, Second Session (1877).

Congressional Globe

A Century of Lawmaking for a New Nation

Full-text of the Congressional Globe from the 23rd through 42nd Congresses (1833-73). The Globe is the third of the four series of publications containing the debates of Congress. The first five volumes of the Globe (23rd Congress-25th Congress, 1833-37) overlap with the Register of Debates. Initially the Globe contained a "condensed report" or abstract rather than a verbatim report of the debates and proceedings. With the 32nd Congress (1851), however, the Globe began to provide something approaching verbatim transcription.

Full-text of the Register of Debates from 18th Congress, 2nd Session through the 25th Congress, 1st Session (1824-37). The Register of Debates is the second of the four series of publications containing the debates of Congress. The Register of Debates is not a verbatim account of the proceedings, but rather a summary of the "leading debates and incidents" of the period.

Annals of Congress

A Century of Lawmaking for a New Nation 

Full-text of the Annals of Congress from the 1st Congress through the first session of the 18th Congress (1789-1824). The Annals of Congress were not published contemporaneously, but were compiled between 1834 and 1856, using the best records available, primarily newspaper accounts. Speeches are paraphrased rather than presented verbatim.

The House Journal is a record of the proceedings of each legislative day in the House of Representatives. The House Journal should be seen as the minutes of floor action. The House Journal does not record the actual debates.

Senate Executive Journal

Full-text of the Senate Executive Journal from the 1st Congress (1789-91) through 43rd Congress (1873-75). From its inaugural session the Senate has maintained a record of its executive proceedings that relate to its functions of confirming presidential nominees and consenting to the making of treaties.

American State Papers

The American State Papers contains the full-text of the legislative and executive documents of Congress during the period 1789 to 1838.

Roll Call Votes

Roll call votes for the House of Representatives from 101st Congress, 2nd session, (1990) to the present and the Senate from the 101st Congress, 1st Session, (1989) to the present. THOMAS also contains information on how to compile a member's voting record.

There is no central source for roll call votes in this collection. However, roll call votes from 1789 to 1875 can be located by searching in the House Journal, Senate Journal, Senate Executive Journal, Annals of Congress, Register of Debates, Congressional Globe and Congressional Record.
