Defense Leaders Commentary: The Facts on WMD Civil Support Teams
WASHINGTON - In a commencement address at the U.S. Naval Academy in May 1998, President Bill Clinton announced that our nation would do more to protect its citizens against the growing threat of chemical and biological terrorism. As part of this effort, he said, the Department of Defense would form 10 teams to support state and local authorities in the event of an incident involving weapons of mass destruction.
