New Edition of the Journal of Public Inquiry Issued
JPI Cover for 2012 - 2013The latest issue of the Journal of Public Inquiry is now available online.  The Journal is published semiannually by the Department of Defense Inspector General on behalf of the Council of Inspectors General on Integrity and Efficiency. To view the Journal, click here.

The Journal contains articles of interest to the Inspector General community. This issue covers a variety of topics including auditing strategies, statistical sampling, botnet investigations, social media and identifying risks within a government agency. The Journal also features an article about DoD efforts to achieve audit readiness.

The Journal is a publication of the Inspectors General of the United States. Journal articles are solicited from professionals and scholars on topics important to the oversight community.  The next deadline to submit an article for the next issue is March 15, 2013. Semiannual Report to the Congress is Issued
SARThe Semiannual Report to the Congress for the reporting period of April 1 to September 30, 2012 has been issued. The report summarizes the significant achievements of DoD IG, as well as the audit and investigative agencies of the military departments.

During the reporting period, DoD IG issued 79 reports to include audits, assessments and evaluations and identified potential monetary benefits of $2.8 billion. DCIS, working closely with counterpart law enforcement agencies, conducted investigations that resulted in 72 arrests, 167 criminal convictions, 37 suspensions, and 136 debarments, and generated a return of $3.3 billion to the U.S. government. This report highlights oversight efforts related to Afghanistan and warrior care. The report also summarizes significant accomplishments of DoD IG audits, investigations and inspections.

FY 2013 Audit Plan Issued

The FY 2013 Audit Plan identifies DoD IG’s ongoing and planned oversight for audits of DoD organizations, programs, activities and its functions as an integral part of the DoD management system.

The FY 2013 Audit Plan was developed by evaluating DoD’s strategic vision as outlined in the 2010 Quadrennial Defense Review and the FY 2013 DoD budget; executive branch priorities; statutory requirements; previously identified IG management challenges; Government Accountability Office high-risk areas; and internal risk assessments. In addition, we conducted outreach with DoD senior leaders, military commanders, and congressional representatives to identify pertinent and emerging areas requiring oversight attention.

This plan addresses significant risks identified in DoD, its statutory mandates, and congressional and DoD leadership concerns. In determining specific oversight projects to be performed in the upcoming fiscal year, DoD IG balanced the needs and requests of both DoD and Congress. The plan focuses on the current budget challenges faced by DoD and the need to parallel the secretary of defense’s initiative to become more efficient.

The planned audits are designed to improve the safety and welfare of service members and their families, support the Department’s Overseas Contingency Operations, improve operations and financial reporting, identify improvements in ongoing efficiency efforts and identify new efficiencies.  Additionally, the planned audits are designed to detect and prevent fraud, waste and abuse and ensure compliance with laws

The Deputy Inspector General for Auditing will continue to adjust its planned audits and priorities throughout FY 2013 to respond to new management requests, congressional requests, DoD Hotline allegations and other requirements.

Federal Government Operating Status for Wednesday, October 31, 2012

Federal agencies in the Washington, DC, area are OPEN and employees have the OPTION for UNSCHEDULED LEAVE OR UNSCHEDULED TELEWORK.

Employees must notify their supervisor of their intent to use unscheduled leave or unscheduled telework (if telework-ready).  Employees have the option to use:

  1. earned annual leave, compensatory time off, credit hours, or sick leave, as appropriate;
  2. leave without pay; or
  3. their flexible work schedule day off or rearrange their work hours under flexible work schedules.

Telework-Ready Employees who are regularly scheduled to perform telework or who notify their supervisors of their intention to perform unscheduled telework must be prepared to telework for the entire workday, or take unscheduled leave, or a combination of both, for the entire workday.

DoD IG Receives Eight Awards From the CIGIE

CIGIE AwardsThe Department of Defense Office of Inspector General received eight awards at the 15th Annual Awards Ceremony hosted by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) on Tuesday, October 16th, 2012.

Paul Light, Paulette Goddard Professor of Public Service, New York University – Wagner, delivered the keynote address at the ceremony held in the Baird Auditorium of the Smithsonian National Museum of Natural History in Washington, D.C.  J.T. “Mickey” McDermott, Special Deputy Inspector General for Southwest Asia, was presented the “Award for Individual Accomplishment” in recognition of extraordinary performance in serving as liaison between the inspectors general and operational commands in Southwest Asia.

The Honorable Jeffrey Zeints, CIGIE Executive Chairperson, and Deputy Director for Management and Chief Performance Officer, Office of Management and Budget presented the most prestigious awards which included:

  • Award for Individual Accomplishment
    J.T. “Mickey” McDermott, Special Deputy Inspector General for Southwest Asia
  • Glenn/Roth Award for Exemplary Service
    Exposure to Sodium Dichromate at Qarmat Ali Team

Six other awards presented by The Honorable Phyllis K. Fong, CIGIE Chairperson, and The Honorable Carl A. Clinefelter, CIGIE Vice Chairperson, included:
