ACS CLASSES - CALENDAR REGISTER

Army Emergency Relief (AER) may provide emergency financial assistance for the following conditions, subject to approval:
Initial Rental Deposit Emergency Repair of Essential POV Emergency, Critical Medical/Dental Exp
Prevent Eviction Theft or Loss of Funds Funeral Expenses
Prevent Utilities Cutoff Non-Receipt of Pay Critical Emergency Travel
Food to Prevent Privation Emergency Shelter Fire or Disaster
Financial aid is usually in the form of an interest-free loan. Under extreme circumstances, assistance may be given as a grant.

ELIGIBLITY: Soldiers and retirees, their Families (if loan is approved by sponsor), spouses and orphans of deceased soldiers, and Reserve Component soldiers on active duty for 31 days or more.
HOW TO PROCESS AN AER LOAN APPLICATION:
  • Fill out the Application Form 700 or Application Form 600 (see below) for Army Emergency Relief Financial Assistance.
  • The Commander or First Sergeant must fill out and sign Section 14. If Section 14 is completed by an Acting Commander or First Sergeant, the application must be accompanied by a copy of their appointment orders.
  • Complete information must be provided. Include explanation of why applicant is unable to meet financial needs. Incomplete applications will not be accepted for processing.
  • All applications must be accompanied by the Soldier's latest Leave and Earnings Statement.
  • Supporting documents are required, and will vary from case to case. For example, if assistance is requested for basic needs such as rent, food, utilities, or low-cost POV repair, and the Soldier is in full receipt of pay, the applicant will be required to explain why the basic expenses weren't paid, and provide receipts detailing how the money was spent instead.
Each circumstance requires these minimum supporting documents:
  • RENT TO PREVENT EVICTION: A written eviction notice from landlord.
  • PAST DUE MORTGAGE PAYMENTS: A written threat to foreclose.
  • TO PREVENT UTILITY CUT-OFF: A written notice of utilities cut-off.
  • INITIAL RENT/DEPOSIT: A written, itemized statement from prospective landlord indicating the minimum amount required to move in
  • FOOD TO PREVENT PRIVATION: A written certification by the Commander/1SG that the Soldier has no food or money.
  • THEFT/LOSS OF FUNDS: A copy of the police report (the incident must have been reported to civilian or military police in order to qualify for AER).
  • NON-RECEIPT OF PAY: Assistance may be provided if the Soldier did not receive all pay and/or allowances to which he/she is entitled (NOT to include deductions for fines, garnishments, pay advances, casual pays, etc.).
  • EMERGENCY, CRITICAL MEDICAL/DENTAL EXPENSES: AER will consider only those expenses not covered by medical/dental insurance. Applications must include written statement(s) from the doctor(s) involved verifying that:
    • the procedure must be carried out immediately
    • payment is demanded in advance of treatment
    • The applicant may be required to seek other sources of treatment which do not demand payment in advance
  • EMERGENCY REPAIR OF ESSENTIAL POV:
    • proof of ownership
    • proof of insurance
    • written certification by the Commander/1SG that the soldier has no other transportation
    • written estimates of cost (3 estimates required for costs exceeding $500)
  • CRITICAL, EMERGENCY TRAVEL: must be accompanied by:
    • An approved DA 31 placing the Soldier on leave under emergency conditions.
    • Red Cross verification of the death or illness.
    • If the case involves a mother, father, brother, sister, child, spouse, or grandparents/uncle/aunt in loco parentis, the soldier can ask the FS/HAAF Red Cross to request verification from a Red Cross near the victim.
    • If the case involves grandparents, aunts, or uncles not in loco parentis, then the soldier should have family near the victim contact their local Red Cross office. FS/HAAF Red Cross can receive verification on grandparents, aunts, uncles, but cannot request it.
  • FUNERAL EXPENSES:
    • Deceased was a member of the Soldier or spouse's immediate family.
    • Written, itemized statement of costs from the funeral director (AER can assist only with reasonable, essential expenses)
    • Proof there is no life insurance or other source of funds
    • Written statement from the Funeral Director that he/she refuses to establish a payment plan for services, and requires payment in advance of performing services.
    • EMERGENCY SHELTER: Commander or First Sergeant must contact AER, and provide the Soldier's name, rank, SSN and family size. If approved, aid will be made as a loan, not a gift, and must be repaid. AER will cover the cost of the room and food only. Aid is a one-time, one-night service, although special circumstances will be considered. If paperwork is not filled out in advance of the service, the soldier must go to AER the first working day following the service, to process paperwork for the loan. Failure to go to AER, will result in the full amount being deducted from his/her pay in one lump sum.
    • DISASTER RELIEF: AER can only assist if Red Cross has not or is unable to provide enough assistance to cover all essential expenses. (For example, AER may be able to help the applicant with initial housekeeping expenses if his/her present residence is no long habitable, but cannot provide funds to replace furnishings.)


FOR SPOUSES WHOSE SPONSOR IS ASSIGNED TO FS/HAAF, BUT IS DEPLOYED:
  • Spouses process AER applications through unit Rear Detachment.
  • Rear Detachment Commander must verify the soldier is not being considered for discharge, and ensure the soldier knows of the emergency and agrees to the loan. (A Power of Attorney is used only as a last resort).
  • Rear Detachment Commander must verify the contact information on the DA Form 1103.
  • Spouse submits AER application with a valid military ID card.
  • Spouses whose sponsors are assigned overseas may prepare and submit the AER application. The AER loan officer will contact the Soldier and unit commander before recommending approval or disapproval.
  • Eligible clients not stationed near an Army installation may apply for assistance from AER through the Navy-Marine Corps Relief Society, the Air Force Aid Society, and Coast Guard Mutual Assistance. If you aren't stationed near any military installations, you may apply through the American Red Cross. (If your local Red Cross staff doesn't know how to process your application, contact your Unit Services Coordinator for instruction.)
  • AER for emergency travel may be available on nights and weekends. Contact the SDO, 767-8666/8667 (S), 315-5000/5140 (H) and ask for the contact information for the Red Cross.
