Rebecca Black Sworn in as New USAID Mission Director for Cambodia

WASHINGTON, D.C. - Today, Rebecca Black was sworn in as the U.S. Agency for International Development (USAID) Mission Director for Cambodia. Assistant Administrator for Asia Nisha Biswal presided over the ceremony and USAID Administrator Dr. Rajiv Shah administered the oath of office to Black.

Black comes to Phnom Penh with over 33 years of development experience, 20 of which has been with USAID. Over her career with USAID, Black has concentrated on economic growth, governance, and environment programs. Most recently, she served as the Mission Director for USAID/Mali and previous to that post was the Deputy Mission Director for USAID/Afghanistan.

She joined USAID as part of the former Regional Urban Development Office, serving Eastern and Central Europe out of Poland, and then Southern Africa out of South Africa, as both Regional Director of the Urban Development Office and Director of the Bilateral Economic Growth and Governance Program. Black also directed the economic growth and agriculture office in India for five years until 2008. She then served as the Senior Director for Management in the Office of the Chief Operating Officer, focused on strengthening USAID as a development agency.

Prior to her service with the federal government, Black was a senior manager with the City of Boston and the Executive Director of a community-based not-for-profit development organization. She has a Master of Arts degree from the Massachusetts Institute of Technology and a Bachelor of Arts degree from the University of Michigan.
