Food Defense Plan Survey Results
Since 2006, FSIS has measured the status of industry's voluntary adoption of food defense plans via annual surveys. The survey questions determine whether each FSIS-inspected establishment has a food defense plan and, if so, whether the plan is functional (i.e., measures are in place to address outside security, inside security, personnel security, and incident response; the plan was tested in the last year, and the establishment reviewed their plan in the past year).

The seventh food defense plan survey was completed in August 2012. The universe of facilities surveyed was the same as in 2011 and included meat and poultry slaughter and processing establishments, processed egg products plants, and official import inspection establishments. Overall, 77 percent of all establishments surveyed have a functional food defense plan (up from 75 percent in 2011).

In 2010, USDA made the voluntary adoption of food defense plans a performance objective. The target is for 90 percent of establishments to have a functional food defense plan by 2015.
