The Postal Service automation investments, such as Flat Sorting Sequencing (FSS) and Delivery Point Sequencing (DPS) have reduced city delivery carrier’s manual mail sorting time and increased their available street delivery time on routes. The estimated future increases in carrier available street delivery time prompted ideas regarding non-postal other carrier’s services to generate revenue. The Postal Service is the only organization in the country that has the manpower, network infrastructure and logistical capability to deliver additional non-postal services to every residence and business in the U.S.
