Ms. Armstead was recently appointed as the Acting Associate Director for the Office of Acquisition Management and Policy (OAMP), within NIH’s Office of Acquisition and Logistics Management. In this role, she reports directly to the Head of the Contracting Activity and oversees and ensures the managerial effectiveness of OAMP, which is responsible for implementation of NIH-wide policy for simplified acquisitions and contracts activities, analysis and evaluation of acquisition functions and methods, administration of the NIH Purchase Card and BPA Programs, and coordination and delivery of financial advisory services. The financial advisory services support NIH grants and contracts activity and include the implementation of cost policy, the conduct of special reviews, resolution of audit findings, and negotiation of indirect cost rates with commercial concerns.

Prior to accepting this position, Ms. Armstead served as the Program Director for NIH’s Information Technology Acquisition and Assessment Center (NITAAC), where she was responsible for setting the strategic vision for that Program and providing executive oversight of operations. While there, she expertly guided the organization through the award of the very popular Government-wide Acquisition Contracts: Chief Information Officer–Solutions and Partners 3 (CIO-SP3) and CIO-SP3 Small Business. Ms. Armstead was honored for her leadership of NITAAC earlier this year as the recipient of the AFCEA Government-Wide Initiatives Excellence Award for Acquisitions.

Ms. Armstead also held positions at NIH as the Director, Acquisitions and Logistics within the NIH Business System Office, a Procurement Analyst in the Office of Acquisitions and Logistics Management, and a Contracting Officer in the National Institute of Environmental Health Sciences.

Ms. Armstead attended both the University of North Carolina at Chapel Hill and the University of Maryland, majoring in Business Administration and Economics, respectively
