GOAL 1: Scope 1 & 2 Greenhouse Gas Reduction

Greenhouse Gas Emission Diagram

HHS 2010 Strategic Sustainability Performance Plan

Fig. A4 – GHG Emissions from Facilities

1.Emissions from Facilities:

NIH will reduce its total scope 1 (stationary sources) & 2 greenhouse gas (GHG) emissions by 10.4% by 2020 through a combination of energy reduction efforts and the use of renewable energy. This reduction equates to a 22.9% reduction in energy intensity per square foot.

2.Fleet Emissions:

NIH is projecting a 3% reduction in scope 1 (mobile sources) GHG emissions (using FY08 as the baseline) by 2020. This number will be adjusted based on actual experience during the performance cycle 2010 through 2020. NIH will continue to make progress towards this goal by:

  1. Reducing petroleum use in fleet vehicles
  2. Increasing use of alternative fuels in fleet AFVs.
  3. Optimize use of vehicles and right-size fleet.
  4. Increasing use of low emission and high fuel economy vehicles.

GOAL 1: Scope 1 & 2 Greenhouse Gas Reduction:

  1. NIH will increase the use of renewable energy through a combination of on-site production and off-site purchase by:
    1. Increase Renewable Energy
      1. 2010 - 5.0% (electric from renewable source)
      2. 2020 - 7.5% (electric from renewable source)
  2. NIH will reduce the use of petroleum based fuels in government owned fleet vehicles compared to the FY 2005 baseline by:
    1. Reduce Petroleum Use
      1. 2010 - 29.6% (gallons)
      2. 2020 - 30% (gallons)
  3. NIH will increase the use of alternative fuels (as per defined in E.O. 13514) in government owned fleet vehicles compared to the FY 2005 baseline by:
    1.  Increase Alternative Fuel Use
      1. 2010 - 29.6% (gallons)
      2. 2020 - 30% (gallons)
  4. NIH will reduce its total scope 1 (stationary sources) & 2 greenhouse gas (GHG) emissions as compared to FY 2008 baseline by:
    1. Reduce Scope 1 & 2 GHG
      1. 2010 - 1.2% (CO2e)
      2. 2020 - 10.4% (CO2e)
