Charles A. Wells, M.S., Ph.D.
Senior Advisor to the Director
Dr. Charles Wells is a Senior Advisor to the Director, Office of Research on Women’s Health. He oversees the Research Enhancement Awards Program (REAP). Dr. Wells also serves on the Department of Health and Human Services Coordinating Committee on Women’s Health and the ORWH Coordinating Committee on Research on Women’s Health. His duties include assisting the ORWH director in raising the scientific community’s perception about the importance of sex and gender factors in biomedical research, health care, and public policy.
Prior to joining ORWH, Dr. Wells was the Director of Public Health and Environmental Justice, National Institute of Environmental Health Sciences, NIH. He also served as a senior advisor for diabetes prevention research at the National Institute of Diabetes and Digestive and Kidney Diseases, and as a senior health scientist administrator at the National Heart, Lung, and Blood Institute. Dr. Wells was a member of the Federal Interagency Working Group on Environmental Justice.
Dr. Wells received his Ph.D. in reproductive endocrinology and physiology from Howard University. The research for his Ph.D. was conducted at NIH. He also completed post-doctoral training in molecular biology as a staff fellow at the NIH and post doctoral training at the Johns Hopkins University School of Hygiene and Public Health. He has more than 25 years of experience as a researcher in molecular biology and reproductive physiology, as a senior health scientist administrator, and as Director, Public Health and Environmental Justice.
He served on active duty as a Senior Scientist Officer in the Commissioned Corps of the U.S. Public Health Service for more than 26 years. He has also taught part time at Howard University. He has served on numerous review and technical panels, boards, and Federal advisory committees. Dr. Wells has received numerous agency awards and commendations from the Commissioned Corps of the U.S. Public Health Service.
