  1. International Climate Services:
Understanding and Responding to the Needs of Decision Makers
Workshop held September 27-29, 2010 in Washington, DC

The purpose of the workshop was to generate an enhanced understanding of, and
recommendations related to the evolving challenges and opportunities for international
climate services efforts, particularly with regards to understanding and responding to user
needs. Specifically, the workshop addressed the following objectives:

    i. Provide constructive and timely expert input to help shape specific NOAA
programmatic/activity investment opportunities in the area of international
climate decision support research and services, with an emphasis on
understanding and responding to the needs of decision makers; and

ii. Help inform international climate strategic planning discussions that address the
broader range of international climate research and services from a decision
    support and user needs perspective.

The two-day workshop featured a series of thematic panels in which invited discussants
were asked to give brief, informal presentations, framed by a series of questions that
identified key issues for consideration and informed the group discussions that followed
each panel. On the third day of the workshop, a small sub-set of the workshop
participants (referred to as the Summary Panel) met to reflect upon and distill some of the
main ideas and implications of the workshop discussions.

About International Research and Applications Project (IRAP)

NOAA's IRAP climate efforts have international as well as domestic dimensions. The agency has a well-established history in sponsoring international climate-related decision support research and capacity building activities dating back to the early 1990s. Many of these have been tightly linked to multilateral and bilateral processes and frameworks. Examples of activities supported via this effort over the last 20 years include the development of Regional Climate Outlook Forums; pilot applications research, training and capacity building projects; interdisciplinary competitive research grants focused on impacts and vulnerability; and long-term institutional investment in the International Research Institute for Climate and Society (IRI).
