Julia Hinckley is the Acting Deputy Director for Policy of the Children and Adults Health Programs Group (CAHPG) in the Center for Medicaid and CHIP Services (CMCS) at CMS.  Julia helps lead CMCS’ policy work on eligibility, coverage and quality improvement for children and adults through Medicaid and the Children’s Health Insurance Program (CHIP), and oversees CMCS’ work with states on section 1115 waiver proposals.   In this capacity, she is helping to manage the implementation of major provisions of the Affordable Care Act, including the expansion of Medicaid coverage to low-income adults.   

Julia previously served as Senior Policy Advisor to Cindy Mann, CMS Deputy Administrator and Director of CMCS.  In that role, she facilitated the operations of the Office of the Center Director and assisted in priority setting, policy development and execution of CMCS initiatives.

Before coming to CMS, Julia was Policy Director at the Pennsylvania Department of Public Welfare, the state agency responsible for Medicaid; income maintenance programs including TANF, SNAP, and LIHEAP; mental health and substance abuse services; developmental programs; and services for children.  She has also worked for the City of Philadelphia and in the non-profit social service sector.  

Julia received a law degree from the Temple University Beasley School of Law and an A.B. from Princeton University.
