Jeffrey Sumberg was named Associate Director for Merit System Audit and Compliance in December 2009. Mr. Sumberg leads OPM's oversight of the federal government's human resources programs and directs field operations in Atlanta, Chicago, Dallas, Philadelphia, and San Francisco. Mr. Sumberg and his organization safeguard our merit-based system of government and ensure through rigorous evaluation that federal agencies meet civil service requirements and operate human resources programs that produce needed results. Mr. Sumberg also leads two other OPM programs with broad impact: the Combined Federal Campaign, which is the world's largest workplace charitable drive, and the Voting Rights program, which helps protect every Americans' constitutional right to vote.

Prior to his appointment as Associate Director, Mr. Sumberg was Deputy Associate Director for Human Capital Leadership. He led OPM's efforts to improve human resources management across the Executive branch and held agencies accountable for making progress and achieving results. From 1998-2004, Mr. Sumberg served as the principal labor relations advisor to the OPM Director and led the development of government-wide labor and employee relations policy. Mr. Sumberg spearheaded OPM's efforts to develop labor-management partnerships across the government.

From 2004-2006, Mr. Sumberg held a senior position at Booz Allen Hamilton, a world-wide management consulting firm. He was a leader of the firm's human capital management and organizational change practice and directed a team of some 100 consultants. Mr. Sumberg's clients included the world's largest transit agency, several cabinet-level federal agencies, and one of the nation's biggest health care companies.

Mr. Sumberg began his career as a labor and employment law attorney. From 1994-1998, Mr. Sumberg was the director of labor relations and collective bargaining for the American Federation of Government Employees, the nation's largest federal employee union. Before that, he served as Deputy General Counsel for the National Federation of Federal Employees where he directed the union's litigation in the Federal district and appellate courts and represented employees in arbitrations and administrative appeals.

Mr. Sumberg has been a member of the Senior Executive Service since 1998. In 2004 he was awarded OPM's highest honor, the Theodore Roosevelt Award for Distinguished Career Service. A native of New York State, Mr. Sumberg received his law degree from George Washington University Law School and his bachelor's degree Magna Cum Laude from the State University of New York, College at Oneonta.
