NIH Mid-Level Leadership Program, Overview for FY13

Providing GS-12/13/14 and equivalent employees with the leadership skills and knowledge to aid them in effectively leading from both supervisory and non-supervisory positions.

Purpose

NIH provides leadership and direction to programs designed to improve our nation’s health by conducting and supporting research. The fulfillment of this is linked to the leadership ability of its staff to excel at scientific endeavors while operating within the evolving work, scientific, and socio-political dynamics of the federal government.

Accordingly, the NIH is committed to playing an active role in advancing the skills of mid-level staff serving as front-line leaders. While already providing a collection of junior professional development as well as senior and executive leadership programs, the NIHTC now offers a multifaceted, mid-level leadership development program that builds an effective bridge between senior leadership and junior staff. In filling this gap, the Mid-Level Leadership Program provides a core component to a deliberate continuum of leadership development for inspired NIH staff.

Program features and structure

  1. Initial 360-degree feedback and leadership assessment
  2. Five 2-day training sessions taking place over a period of six months
  3. Cohort size of 26-28 participants
  4. No travel requirement as all sessions hosted in the Bethesda/Rockville area
  5. On-the-job assignments to apply learnings in the workplace between sessions
  6. Mentoring to facilitate development and growth
  7. Initial 2hrs personal coaching to review feedback instruments and define your specific developmental areas (included in base price)
  8. Leadership development plans
  9. Six months of support activities to follow-up initial six months’ training
  10. Optional additional coaching services available to ICs for an incremental fee*
  11. Efficient application and nomination process

This program is structured to assess your leadership readiness, provide feedback and developmental guidance, incorporate a variety of instructional approaches, and make available reinforcement activities following program completion.

Content and Typical Series Schedule

Rather than targeting technical supervisory skills, which are addressed through OPM-mandated Supervisory Training, the program will emphasize the following leadership developmental areas:

  1. Self awareness and fulfilling the leadership function
  2. Understanding and collaborating with others
  3. Strategic business acumen

Note: The program also complements the NIH Leadership and Management competency group.

Requirements

Target:
Current supervisory and non-supervisory GS 12/13/14 and equivalents

Eligibility:
GS12 and equivalents: One year NIH experience. None required for GS13/14.
Must have achieved at least a “Fully Successful” for most recent rated PMAP

Selection:
Approximately ten weeks prior to Series start, the NIHTC updates this website and submits a call for nominations through the IC Executive Office.

Calls for nomination are made twice per year.  Each call is for nominations to the next two series.

Applications are initiated by the applicant, vetted through the supervisor for review and recommendation, and then submitted to IC Executive Office for final approval within four weeks after the call is made.

Applications are assessed by the IC Executive Office, which provides final ranked nominations for both Series to NIHTC within two weeks of receiving the applications.  

The NIHTC confirms selections within one week and provides registration/obligation details.
