FREQUENTLY ASKED QUESTIONS (FAQs) as of 9-27-10

ELIGIBLITY

Q.  What are the essential characteristics of the “parent” initiative, in order for a resource to be eligible?

A.  The initiative from which the resource is directly derived has to be expiring, or the applicant is no longer eligible to apply for renewal due to a time limit on the duration of the original award. The funding “gap” that the institute identified implied that the initiative has recently expired and that funding is needed to transition to a more self-sustaining or commercializable plan.

SCOPE

Q.  What kinds of activities are allowed in an application that is responsive to PAR-10-261?

A.  Resource maintenance activities are allowed; further development or research activities not allowed.

Q.  Where do data deposit and sharing plans belong?

A.  They should be clearly associated with the resource application, and sharing plans will be considered at the time that funding decisions are made.

Q.  Can materials be banked for future research projects?

A.  The definition of the characteristics in the PAR mentions “clear purposes that are immediately known”, therefore banking for non-specific purposes would not be eligible.

BUDGET

Q.  What is meant by the phrase in the PAR “small-to-medium-sized” and “larger scale”?

A.  The institute intended that a request might be on the order of a small-to-medium-sized R01 grant. Likely any budget that exceeds twice that level would be considered a “larger scale” resource and beyond what the institute planned.

MAINTENANCE

Q.  Can an application for another grant be considered a “transition plan”?

A.  This initiative is intended to offer support for resources for which no other existing mechanisms are presently available. In some cases, where carefully planned, the transition plan may include another application where the resource is a core, such as a program project application.
