On May 22, 2012 shipments of weapons were discontinued pending a full weapon inventory reconciliation for all participating States and Territories. This moratorium will be in effect until further notice. Progress updates will be communicated via the State Coordinators and Points of Contact.

 

Section 1033 of the Fiscal Year 1997 (FY 97) National Defense Authorization Act (NDAA) authorizes the Secretary of Defense to transfer excess Department of Defense (DOD) personal property to federal, state, and local law enforcement agencies (LEAs).  Special consideration is provided to counter-drug and counter terrorism activities.  Section 1033 of the FY 97 NDAA superseded Section 1208 of the FY 90 and FY 91 NDAA.  It was codified into law as 10 USC Section 2576a.  Department of Defense Instructions and Defense Logistics Agency (DLA) Instructions provide additional guidance and assigns DLA Disposition Services Law Enforcement Support Office as the Program Manager. 

The DLA Disposition Services Law Enforcement Support Office (LESO) conducts program management from Battle Creek, Michigan.  Currently, 50 states and 3 US territories participate in the program, which supports a law enforcement customer base of more than 1.7 million officers. Since inception of the program, more than $2.6 billion worth of property has been transferred and in FY 11 a record $498 million worth of property.  If your law enforcement agency qualifies and chooses to participate, it may become one of more than 11,573 (local, state, and federal) participating members to improve its capabilities, expand its patrol coverage, while saving the American taxpayer.
