THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS AN ANNOUNCEMENT FOR VENDOR PLANNING PURPOSES ONLY. This NOTICE is issued for the purpose of communicating to industry the Government's intent to solicit and establish SmartBUY Governmentwide Blanket Purchase Agreements (BPAs) to satisfy Situational Awareness and Incidence Response (SAIR) requirements. This announcement does not constitute a commitment, implied or otherwise, that a procurement action will result. Any resultant requirement, if released, will be solicited via the GSA e-Buy.gov system, https://www.ebuy.gsa.gov. In order to submit an offer in response to any resultant solicitation, the offeror must have a Multiple Award Schedule contract for Federal Supply Classification 70 software products and be eligible to receive e-Buy solicitations.

The Government has identified a requirement for Commercial Off-the-Shelf (COTS) software solutions which can provide:

Baseline Configuration Management, Network Mapping, or

Vulnerability Management.



The GSA SmartBUY Program intends to establish Governmentwide enterprise Blanket Purchase Agreements (BPAs) for these Situational Awareness and Incident Response (SAIR) requirements. The requirement is to obtain an evaluated and approved collection of cost effective information security tools. These products shall: Provide government agencies security products with the ability to check for and report on Federal Desktop Core Configuration (FDCC) compliance, http://nvd.nist.gov/fdcc/download_fdcc.cfm; Enable all Government agencies to purchase security products that are compliant with National Institute of Standards and Technology's (NIST's) Security Content Automation Protocol (SCAP) guidelines (Version 1.0 Beta Last Revised 5/22/2007) http://nvd.nist.gov/scap/docs/SCAP.doc; Provide products that can perform Baseline Configuration Management, Network Mapping, or Vulnerability Management.



Currently vendors are permitted to self certify products to NIST as being FDCC-compliant; however, in order to be considered SCAP-compliant, a product must have been validated through NIST's certification program.
