~ DOA Database Disclaimer ~

 

In response to a request by the NIH Director, the Office of Management Assessment (OMA) was asked to develop a database in which the delegations of authority across NIH could be maintained and tracked easily.  Of particular concern was the need to identify the authorities granted to various senior officials when a change in leadership occurred.  Previously, there was no electronic system in place to track delegations of authority across NIH.

 

Now, the DOA database provides authorized members of the NIH community (as determined by OMA, in coordination with the IC Executive Officers) with the ability to enter delegations for their respective IC; edit data concerning IC-specific delegations they enter, and run reports, by IC, on authorities delegated to NIH officials.  In addition, they can delegate redelegable authorities contained within NIH delegations, to another member of the NIH community authorized to receive the particular authority. 

 

Effective January 1, 2006, the use of this database by all IC DOA Coordinators and OHR Subject Matter Experts, will be mandatory.

To begin using the database, please go to the following URL: http://www.delegations.nih.gov and log in using your NIH Login.  You can print a .pdf version of the User’s Guide to assist you in using the database.  If you have questions about the use of the database, or experience problems accessing the database, call the Database System Administrator at (301) 496-4606 or send an e-mail to DOAdb@mail.nih.gov

 

NOTE:  The Office of General Counsel has experience in drafting, reviewing, and clearing proposed delegations of authority at the NIH level, and should be considered an available resource in preparing delegations and redelegations of authority at the IC levels.  ICs should contact the NIH Legal Advisor at (301) 496-6043, for any necessary assistance.
