Employee Benefits Information System (EBIS) at NIH

Overview

EBIS is a web-based HHS-wide enterprise application designed to provide your retirement and benefits information. With this self-service tool, you can view a statement of your benefits, use retirement calculators to perform "what-if" scenarios and view informational seminars all through the internet. EBIS is available to you, 24 hours a day, 7 days a week. Over 40 different forms relating to retirement, health insurance, life insurance and TSP are available for you to fill out and print for submission.

EBIS is entirely browser based and all of its reports and forms utilize Adobe PDF®. EBIS is an intuitive interface which allows employees to perform all tasks without training. Additionally, all data is secured using 128 bit Secure Socket Layer (SSL) encryption—a powerful technology that protects an employee’s password and all information relating to the employee and his or her personal information from unauthorized access.

New Users

To access EBIS, go to the EBIS login page  External Web Site Disclaimer .

The first time you access the EBIS system you must create a unique Username and Password. To begin this process: Click on the New User button toward the bottom of the page. You will then be asked to verify your identify.

You will need your:

  • Employee ID Number — Locate your Employee ID Number through the Electronic Personnel Folder (eOPF  External Web Site Disclaimer ) system.
  • Date of Birth

After establishing your account you will be able to login and access the system.

Benefits Statement

The real time benefits statement component of EBIS provides each employee with a personalized statement of his or her benefits. Whenever employees use EBIS, they receive the most up to date information about:

  • Current and Projected Retirement Benefits
  • Life Insurance (FEGLI) Benefits
  • Health Insurance (FEHB) Benefits
  • TSP Projections /Annuities

eTraining

With EBIS’ eTraining capabilities, employees are a click away from accessing a catalog of engaging interactive courses to support planning and understanding of their retirement benefits. Course topics include retirement programs, insurances, Social Security, Thrift Savings Program, financial planning, investments, estate planning, wills, and taxes. These courses are designed to reach you at all stages of your careers including benefits orientation for new employees.

Information Library

EBIS provides a comprehensive reference library of information relating to Federal benefits, covering the Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Federal Employees Health Benefits (FEHB), Federal Employees Group Life Insurance (FEGLI), Thrift Savings Plan (TSP), and Social Security topics. This library is organized by topic area and can also be searched by keywords.

Retirement Calculators

Several estimators and calculators are available so you can perform “what if” scenarios concerning these retirement benefits:

  • Retirement Annuity
  • High Three Average Salary
  • TSP Annuity
  • TSP Projected Account Balance

These calculators produce estimates of retirement benefits based on “potentially” creditable service. This means you may have service that is included in the calculation that may not actually be creditable, such as active military service where a deposit has not been paid. If you believe the estimate includes service that may not be creditable, you may request your benefit contact review your service history and provide you verification.
