Background & Purpose

The Home Mortgage Disclosure Act (HMDA) was enacted by Congress in 1975 and was implemented by the Federal Reserve Board's Regulation C. On July 21, 2011, the rule-writing authority of Regulation C was transferred to the Consumer Financial Protection Bureau (CFPB). This regulation provides the public loan data that can be used to assist:

  • in determining whether financial institutions are serving the housing needs of their communities;
  • public officials in distributing public-sector investments so as to attract private investment to areas where it is needed;
  • and in identifying possible discriminatory lending patterns.

This regulation applies to certain financial institutions, including banks, savings associations, credit unions, and other mortgage lending institutions. In 2012, over 14.7 million loan records for calendar year (CY) 2011 were reported by 7,632 institutions. In 2011, 7,923 institutions reported approximately 16.3 million loan records for CY 2010. In 2010, 8,124 institutions reported approximately 19.5 million loan records for CY 2009. In 2009, 8,388 institutions reported approximately 17.4 million loan records for CY 2008. In 2008, 8,610 institutions reported approximately 26.6 million loan records for CY 2007. In 2007, 8,886 institutions reported approximately 34.1 million loan records for CY 2006. In 2006, 8,848 institutions reported approximately 36.4 million loan records for CY 2005. In 2005, 8,853 institutions reported approximately 33.6 million loan records for CY 2004. In 2004, 8,121 institutions reported approximately 41.6 million loan records for CY 2003. In 2003, 7,771 institutions reported approximately 31 million loan records for CY 2002. In 2002, 7,631 institutions reported approximately 28 million loan records for CY 2001. In 2001, 7,713 institutions reported approximately 19 million loan records for CY 2000. In 2000, 7,829 institutions reported approximately 23 million loan records for CY 1999. In 1999, 7,836 institutions reported approximately 24.7 million loan records for CY 1998. In 1998, 7,925 institutions reported approximately 16.4 million loan records for CY 1997.


Using the loan data submitted by these financial institutions, the Federal Financial Institutions Examination Council (FFIEC) creates aggregate tables for each metropolitan statistical area (MSA) or metropolitan division (MD) (where appropriate), and individual institution disclosure reports. The aggregate tables and individual disclosure reports for calendar years 1999 - 2011 are available on this website (www.ffiec.gov/hmda) or also on the FFIEC website (www.ffiec.gov/reports.htm). Furthermore, the FFIEC provides to the public a few other data products, including TS and LAR raw data software and Census data on this website.
