Welcome to the Federal Reserve Bank of St. Louis' web site on amendments to Regulation C, which implements the Home Mortgage Disclosure Act (HMDA).

If you are responsible for HMDA reporting at your institution, this is your source for compliance with the Regulation C amendments adopted in 2008 that became effective October 1, 2009. These amendments are discussed in detail in this web site. To further assist you, we've provided a link to the FFIEC's Frequently Asked Questions.

This web site supplements the HMDA web site of the Federal Financial Institutions Examination Council (FFIEC). Refer to that web site for information about the following:

  • The history of Regulation C.
  • Whether your institution is subject to Regulation C.
  • Compliance with the regulation in its entirety.
  • File format specifications and various resources for reporting HMDA data, including the FFIEC HMDA Data Entry Software. You can download a free copy of the software, provided at no cost by the Federal Reserve System.
  • Instructions for accessing on-line reports and for ordering information on HMDA public data.
