Historical Works of Senator Robert C. Byrd

The late Senator Robert C. Byrd of West Virginia was both a distinguished legislator and an historian of note. During his tenure in the Senate, he produced a magisterial 4-volume history of the Senate. The first two volumes are made up of a series of speeches he delivered on the Senate floor covering the growth of the Senate as an institution, the biographies of Senate greats, and much more. Volume 3 is a collection of great Senate speeches, and Volume 4 a compilation of notable Senate statistics.

Senator Byrd also wrote a remarkable book on ancient Rome: The Senate of the Roman Republic: Addresses on the History of Roman Constitutionalism. The roots of this book lay in Senator Byrd’s determined opposition to the idea of the line-item veto, which would grant the President the power to veto particular items in appropriations bills. Byrd viewed this proposal as usurping the Senate’s role and a threat to constitutional checks and balances. Filled with scholarly references to Polybius, Tacitus, and Montesquieu, it also presents the Senator’s impassioned arguments against the line-item veto. We shall not see his like again.
