TIGTA's mission is to provide audit and investigative services that promote economy, efficiency, and integrity in the administration of Federal tax laws. We detect and deter waste, fraud and abuse in IRS programs and operations and protect IRS against external attempts to corrupt or threaten its employees. We provide independent oversight to the Treasury Department on matters involving IRS activities, the IRS Oversight Board, and the IRS Office of Chief Counsel.

This opportunity is in TIGTA's audit program over the Internal Revenue Service’s (IRS) Compliance and Enforcement Operations. You would serve as the chief line official for developing and implementing the nationwide audit program overseeing the IRS’s efforts to ensure taxpayer compliance with filing tax returns and paying taxes, as well as the IRS’s International tax program.

As an Assistant Inspector General, you will:

  • Render day-to-day executive supervision of a segment-of the Audit function; advising subordinate managers on policy matters; ensuring proper coordination of the various projects and activities; and control and review of preparation of audit reports.
  • Maintain liaison and working contact with the applicable TIGTA Executives and their staffs to keep abreast of operating problems.
  • Furnish consultant and advisory service on areas of potential management improvement and integrity to appropriate management officials, the Inspector General and/or the Congress.
  • Make workload determinations, prepares justifications, and develop recommendations for long-range planning, the annual budget, and the annual audit programs to provide appropriate audit coverage of the programs and operations of the IRS and Related Entities.
  • Provide executive leadership, as delegated, to major special studies generally requiring the services of the multi-functional staffs.
  • Work with the DIGA, other IG officials, and agency managers to ensure maximum utilization of diverse disciplines in achieving program goals and objectives; and render technical advice and counsel to agency managers and officials in responding to program needs.
  • Oversee audit operations regarding program direction to assure effective implementation of government auditing standards and principles, and TIGTA audit policies and practices.
  • Represent the TIGTA organization, describing its mission, goals and function at high level executive briefing sessions with other Government officials.

  • POSITIVE EDUCATION REQUIREMENT YOU MUST SUBMIT PROOF OF MEETING THE BASIC EDUCATION REQUIREMENTS STATED BELOW. A copy of transcript(s), a copy of a CPA or CIA certificate or license, or a list of related college courses completed (including the name of the attended college/university, its location, courses' names, number of credit hours and the grades you received for those courses) is REQUIRED. Transcripts can be unofficial copies, but they must come from an accredited college or university, and they also must include the courses' names, number of credit hours and the grades you received for those courses. Please ensure that the transcripts or list of completed college courses you have provided include information relevant to the basic education requirements. If your transcripts do not show this required information, your application will not be qualified for this position and will not receive any further consideration. If you have held a position in the Federal government that required these basic requirements for appointment (e.g. Auditor, Accountant, Internal Revenue Agent, etc.), then an SF-50 showing that you held such a position will be accepted as meeting the basic education requirements for this position.  If selected, you will need to verify that you meet these requirements before appointment.  A. Degree: accounting and/or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience--at least 4 years of experience in accounting and/or auditing, or an equivalent combination of accounting and/or auditing experience, college-level education, and training that provided professional accounting and/or auditing knowledge.  The applicant's background must also include one of the following:  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants and/or auditors has determined that the applicant has demonstrated a good knowledge of accounting and/or auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.  The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.  AND
  • As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TPQs) listed below.  Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
  • Candidates must meet all of the following qualification requirements by the closing date of this announcement, including general management skills and characteristics applicable to all SES positions AND technical or program responsibilities specific to this position.

Each of the following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.  The essay competencies address the Executive Core Qualifications (ECQs). Desirable Competencies:
TPC 4:  Please describe your experience working for or with Inspector General (IG) organization and a broad understanding of how they operate.

TPC 5:  Please describe your ability to lead, direct and guide an organization on Federal tax administration or Federal tax matters.

OTHER INFORMATION:

This position has been designated as a Career Reserved position and will be filled on a career basis.  Office of Personnel Management approval and a probationary period will be required for any applicant who does not have Senior Executive Service (SES) career status.
OPM Certification:  An initial appointment to an SES position is contingent on approval from the Office of Personnel Management (OPM) Qualifications Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
Veterans' Preference does not apply to the Senior Executive Service.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:
