Below are resources to guide agencies funded by the Ryan White HIV/AIDS Program in delivering HIV/AIDS services and implementing their Federal grants in such areas as quality management and data reporting.
At a minimum, Ryan White HIV/AIDS Programs must follow HHS HIV/AIDS guidelines that outline how HIV/AIDS care and testing services should be provided. In addition, HRSA has developed clinical protocols to implement/expand upon these guidelines.
Law and Policies. In addition to the Ryan White legislation, HRSA/HAB routinely issues Policy Notices to clarify implementation of legislative requirements.
Funding Opportunity Announcements (FOAs). HRSA grant opportunities are issued on an ongoing basis and outline application requirements and expectations for grantees for specific funding periods.
Quality Management. The National Quality Center is HRSA/HAB’s TA and training resource on effective approaches to quality management. See also: HAB Performance Measures.
Data/Reporting. Reporting requirements for all programs. Includes Online Data Entry, Forms, Instructions, and Technical Assistance.
Technical Assistance/Training. The TARGET Center is the central source of Ryan White TA. A wide array of resources, links, and other assistance is available.
Site Visits. HRSA site visits to grantees are conducted by the Office of Regional Operations and, for Ryan White Part C and Part D grantees, HRSA/HAB's Division of Community Based Programs.
