New Users: To establish your EBIS User ID and Password, select the New User button and follow the user validation instructions. If you are a New User or you forget your login information, you must have your Employee ID Number available to complete the validation process. Your Employee ID Number is necessary to create your User ID. If you do not know your Employee ID number, visit the eOPF website at https://eopf.nbc.gov/hhs/, select ‘Accept,’ and then select ‘Forgot your eOPF ID.’ In addition, your first and last name must be entered as it appears on your Leave and Earnings Statement. No nicknames, no middle initial, no hyphens. Letters in your name should be in ALL CAPS. If you are a new hire, please allow 3 weeks from the date of hire to access EBIS. NOTE: Employees who are not covered by CSRS or FERS will not have access to this system and will receive an error message: "INVALID EMPLOYEEID". If you are covered by CSRS or FERS and receive this message, contact your Customer Service Helpdesk for assistance.
