Senior Executive Service (SES) and Senior Level Title-42 Performance Management

The HHS Executive Performance Management System (EPMS) runs on a fiscal year cycle and is applicable to all Senior Executive Service (SES) and certain Title-42 Senior Level Scientists (e.g., IC Directors, IC Deputy Directors). The EPMS is designed to produce accountability for results for senior executives and is the foundation for cascading performance expectations that align with HHS and NIH priorities, with explicit links between the PMS and the HHS mission, strategic plan, and human capital plan. It is based on a five-level rating system (Achieved Outstanding Results, Achieved More than Expected Results, Achieved Expected Results, Partially Achieved Expected Results, and Achieved Unsatisfactory Results). Performance plans align with HHS priorities and hold executives accountable for the rigorous assessment of subordinate’s performance.
