The Louisiana Department of Corrections (DOC) partnered with BI Incorporated to open an intensive Day Reporting Center (DRC) in Shreveport with a focus on reducing recidivism rates, creating a structured and supportive environment that is conducive to successful offender reentry and redirecting limited tax dollars to other worthwhile causes, like education and health care.
DRC programs supplement supervision efforts of the Probation and Parole Division to manage higher risk parolees and probationers living in the community who are non-compliant with supervision requirements and are on the cusp of being sent back to jail. The Shreveport DRC is the second such facility in Louisiana – the first is located in New Orleans.
The mission of Starting Over Corps is to engage formerly incarcerated men and women in the development of resources which provides training and professional development opportunities for these members as they serve other men and women who are faced with the same reentry obstacles.
The California Department of Corrections and Rehabilitation and BI Incorporated, the operator of an innovative community-based program for parolees in Stockton, operate a Day Reporting Center in French Camp, Stockton County.
The goals of the Stockton Day Reporting Center (DRC) include reducing the prison population by diverting individuals to community supervision and helping clients stay crime-free once released to the community. Many of these graduates entered the DRC program in violation of conditions of release, and for many, they are “one strike” from life in prison.
BI Incorporated will run the Tuolumne County Day Reporting Center and program for the Tuolumne County Probation Department. The multi-phase program will include assessment and planning, training and aftercare. The program will last six to eight months, plus aftercare. BI also operates programs in Fresno, Madera, Kern, Lake, Monterey, Napa and Merced counties.
Starting Over members will serve ex-offenders returning to Marion County, Indiana. These services include personal instruction, guidance and support in assisting ex-offenders to overcome reentry-related obstacles. Member services will also provide coaching and technical assistance to reentry-related service providers in the Marion County area. A rating system will also be implemented, comparable to Angie’s List, so ex-offenders can rate services received from reentry related service providers.
Cambria County commissioners unanimously selected BI Incorporated, the nation’s largest provider of treatment, training and supervision programs for community corrections, to open and operate a day reporting program for non-violent adult probationers. BI provides treatment and case management services at the Cambria County Day Reporting Center for offenders at risk of failing probation. The center will open Jan. 23 at 954 Rowena Drive.
The Cambria County Day Reporting Center is modeled after successful programs operated by BI in Franklin and Luzerne counties. These programs have reduced recidivism and jail crowding. Individuals referred to the program are reentering the community after incarceration or are sentenced offenders directed to the program in lieu of incarceration. Approximately 100 probationers could attend the DRC.
The county’s adult probation department, prison, and court of common pleas can refer offenders to the program. Offenders participate for an average of 180 days, plus aftercare. Failure to comply with rules and guidelines of the program results in increased sanctions such as tighter curfews, additional classes, more frequent reporting or incarceration.
