The Office of Inspector General (OIG) Program and Management Improvement Recommendations Handbook (Orange Book), which is no longer published, was incorporated into a successor publication, the Compendium of Unimplemented Recommendations. We include it on our website for historical purposes. The Orange Book described significant unimplemented, nonmonetary recommendations for improving departmental operations. The Orange Book recommendations were annually updated to reflect more current information as it became available. Implementation of many recommendations from the Orange Book increased operational effectiveness of the Department of Health and Human Services and its programs.
The Inspector General Act requires that OIG's semiannual reports to Congress include "an identification of each significant recommendation described in previous semiannual reports on which corrective action has not been completed." In response to this requirement, for several years we issued the Orange Book and its companion publication, the Cost Saver Handbook (Red Book), as supplements to the semiannual reports. The open recommendations in the final editions of the Red Book and Orange Book were combined and carried forward into the successor Compendium of Unimplemented Recommendations.
