“As a contrast to GSA, NITAAC has implemented a centralized model for Governance of its GWACs. As a result, there is only one consistent set of policies and procedures common to all contracts and tasks. With a consistent set of policies and procedures and interpretations of policies and scope, the Government customer and the supporting contractors are authorized to execute the awarded tasks within a given and consistent set of rules and policies. There is no confusion and all parties are provided with limits.”
